Save AKSK and sync AWS data

Enter payer access keys to save them in local config outside Git, then sync Usage / MAP Tag / SP data from AWS Cost Explorer.

Payer billing with AWS is always monthly postpaid. Configure customer payment mode and deposit/prepaid amounts on the related account in AWS Config after sync.
